We have such a lock with our moon. It however does not occur with Sun. To get to the reason I have to get back to Newton's law of universal gravitation. Force=GmM/R^2.We observe here that compared to moon which is only 1/4 million miles away Sun is 93 million miles distant. Second the mass in question is the water body of tidal wave. A combination of these factors is responsible for such a lock not existing with Sun.
