Can this be a method to determine its correct concentration?
Titrate a known quantity of ammonia with an acid (like HCl) with an indicator like phenolphthalin.

Ammonia is very volatile, that is why the concentration of a solution of it will change over time. You are right about measuring the concentration by titration with HCl, however, phenolphthalein is not the indicator to use here. Something like methyl orange would be more suitable. (The reason is that the end point of a titration of a weak base, such as NH3, with a strong acid, such as HCl, will be acidic. Phenolphthalein changes colour about pH 10 - in the alkaline range.)
