See if he can join afterschool clubs, these are often more informal have fewer people and is a less threatening way of getting to know other like minded people.
Get him to invite friends he makes back to your home and he'll soon get return invitations.

he'll be confident in making friends if he finds he has a warm environment..imean if the kids who goes there are good,,, but you can try encouraging him to make more friends by being nice to the friends he has now then try asking help from them since they're the once with him most of the time...

hold a sleepover midnight feasts are brilliant whatever age you are or maybe he could join a club at school smaller groups of kids aren't so threatening to talk to.

have little party for him and invite some friends word will get around how great you are and your son will gain confidence my oldest son had smae problem i had a little party for him lots of show nd tell items month later i had to fight them, off from raiding the fridge
