I used to swinging (having sex while other couples are in the room, or with other couples, etc., wether you know them or not), so my advise should help you.
Since you're a female who hasn't experienced swinging, here's the safest way you can start:
1) Join a (few) major swingers site(s). Well you can't, since, as you state, you don't know them - so you can't even have a conversation with them because you've never met them!
Perhaps you meant 'How can I have sex with a person whom I have seen, but know nothing about other than that they exist?'
Then the answer is you'll have to get to know them and impress them with your irresistible sexual magnetism and desirabilty.
