A State can be considered dysfunctional when there is no political con-sense about critical issues for the Fiscal, legislative and Judiciary branches and that absence of con-sense creates a block in decision making. It is dysfunctional when one branch exerts control over the other ones and makes decisions unchecked. This provides the best grounds possible for corruption. A state where the legislature cant agree to approve a budget for the next year or approve a bogus budget on false priorities can be considered Dysfunctional. Take for example that the majority of a budget in a state is allocated for public adds but its infrastructure streets , public buildings, water sewer systems are in precarious conditions or there's not enough money to pay the government employees including teachers but the money is used to finance tax cut campaigns. That for me will be an example of Dysfunctional State but there are others out there.

Do You mean "State" as in a Nation ? My Definition would be a Totalitarian State that must keep it's People Locked and Fenced in, as in North Korea, with no Freedom whatsoever
