A writer can't nominate himself. The publisher must do it.

"The Booker prize is awarded for the best full-length novel written in English by a citizen of the UK, the Commonwealth, Ireland or South Africa. The book must have a British publisher and each publisher can only nominate two books. Any novel by a previously winning or shortlisted author can also be nominated."
