How about Tom Sawyer? You should be able to get by with a shirt, some overalls and a cap of some sort.
Paint brush in the back pocket just for effect. All he needs is Huck Finn to pal around with.

The BFG. Get him some flowerpots with strings to stand on as stilts to make him taller, buy some of those comedy ears that are big and get him a scruffy waistcoat and trousers to wear. He needs to carry a briefcase/scruffy brown suitcase to carry to keep the dreams in and a play trumpet for blowing the dreams in windows.

My son went as Legolas from LOTR. Just a green sheet with a hole in the middle. Pop it over the head and belt at the waist with brown trousers and a bow and arrow. You can tart it up with a broach, wellington boots if you like.
