Try spreading a little peanut butter on them, if that doesn't help, just have your dog lick the peanut putter off.
Or like someone else suggested, cut them off, not only will it save you the trouble of the trying to find ways to get rid of the itch, it will save us the trouble of ever having to deal with your retarded offspring.
