Either the USB port is faulty or your keyboard driver needs reinstalling.
If your mouse is working, go to Control Panel and System, on the Hardware tab click Device Manager. With luck you should see a yellow question mark against the keyboard in the list. If you don't (and your PC thinks the keyboard is working correctly) then it's a problem with the USB port but if the keyboad icon has a yellow query on it, right click it and select remove (or uninstall). Then reboot the PC with the keyboard plugged in and it should use Plug and Play to find it.
If this doesn't work and you have a PS2 keyboard port (the round one), beg, buy, borrow or steal a PS2 keyboard and use that to investigate the problem with the USB.

Try to switch of your PC by holding and pressing the power switch button for 10 sec. Plug-in your USB or Serial Keyboard to your PC (perhaps try plugging it into a different USB port this time) and switch on your PC.
If it still doesn't work you need to get your machine to the professional computer engineer to get it fixed.
Hope this helps!

why not plug a normal ps2 type one in and try that
you need to give more info on what machine your using
remember you can see it we cant so we have to guess at what youve got in front of you
try it in another port slot if you have one the normal one may be damaged in some way
thats all i can suggest with no other information
its a bit like saying my car wont start without saying make model engine size etc..

Get a new USB port. I've had the same problem, but I would ABSOLUTELY check to see if that is necessary. Just replace it on the inside.

I'm not sure when USB devices are loaded. it may be your PC is failing the intiial firmware boot up process.
does it give any clear error mesage, does the PC bleep at you (if so how many times.
what have you changed recently
let me guess its probably coming up with the classic
"Unable to locate keyoard" error message, followe by "press F1 to continue"
