Wanna know a way to get him to go? Tell him you think it's an STD and refuse to have sex with him until it's been diagnosed and treated. Then (don't) do it.
For his own good he needs to get it checked out by a urologist. It may not be anything, but you both need to know that.

Bumps are not unusual and are often benign, but he needs to get it checked out to make sure. Some sexually transmitted diseases, like scabies and others can begin with a raised bump which is a female that has burrowed under the skin and is laying eggs.
What kind of boyfriend doesn't think enough about you to make sure he is not passing along a STD? A boyfriend who is not worth the time of day! You need to get out of the relationship ASAP. Respect yourself even if he doesn't. You need to tell him you are not going to be sexually active with him and the relationship is over. No ifs, ands, or buts.
There are no cures for some STDs, like herpes. You need to rethink being sexually active before marriage, and above all you need to get to a doctor immediately to rule out any STD. You could ruin your chances for marriage to anyone other than someone with the same sexually transmitted disease if you do contract something like herpes. And you will need to tell every man you date that you have it. STD can seriously effect your marriagability, and if an STD is untreated you can end up damaging your fallopian tubes or other parts of your reproductive system leaving your unable to conceive. This is very serious. Please take action for your own sake right now!

it could be something serious because it is not "normal" and I cant thing of anything off hand that would grow on the top of his shaft that size, however I am not a doctor, but I think you should have him get it checked out or else talk to your doctor about it and see if he/she has any inclinations as to what it might be... although they will most likely tell you to have him get it checked out

This could be a small wart. Genital warts are caused by a particular strain of the Human Papilloma Virus (HPV). There is a proven causative link between HPV and cervical carcinoma. Don't have unprotected sex until this has been checked out -- unless you want to take a chance with your life!
