i guess its like recycling or taking something apart like wreking an old car to reuse the materials to update or make a new or better one .

Actually speaking

'Anything present being sacrificied for a better one in future'

Lot of planning is required for constructive destruction as the work does not end with destruction. One needs to take care destruction with out any loss.

Example:
A building getting demolished for building a better building. In this process, no one shall be the victims of the process. Even if there are any, who are likely to suffer shall be compensated.

Howeverdestroying some thing for safety/survival may not come under this. For exaple, destroying the rocket being launched, if the trajectory is not as desired and is likely to harm people. In this case we are destroying for safety. Though the intension is positive, the destruction is not planned to be creative.

Not sure, but perhaps according to a variety of social conflict theory it might mean the 'destruction' of certain social structures which have been deemed anti-constructive to the society at large: for example a government might deided to 'deconstruct' or 'dismantle' the psychatric hospital system, perhaps because recent studies have determined that incarcerating the mentally ill causes more social conflict in the society at large than it would to let the mildly mentally ill live regular lives in society.

This is just a guess, though. I don't know what the term means.
