It is the responsibility of the parents, school and community to provide an environment in which children must face the consequences resulting from their actions. By its very nature, such an environment cultivates discipline, because the exercise of discipline yields more pleasant consequences than does the exercise of a lack of discipline.

However, it is the responsibility of the individual to cultivate discipline within himself or herself, in order to enjoy the positive consequences that follow from the exercise of discipline.

It must take more than a village to instill this feature in an individual.. as the village is failing in that responsibility. There must be some factor much more important which continues to be overlooked.

Perhaps we need to look in another direction for an answer. What was the cause and when did this situation get its start? If we look closely, we can determine that "political correctness" seemed to raise its ugly head in the late 70's and we have seen the continued deterioration of discipline ever since. It has involved an entire generation and is being passed on to the children of today.

The individual has to gain that skill from somewhere.

I am a believer in the whole "it takes a village to raise a child" thing.

If not from their parents/guardians/head figures then where will they learn when growing up how to be "disciplined" in their culture?

As an adult then it's their responsibility. You are now a functioning member of society. To succeed you know what you must do.
