150 men with shoulder spans of 3 feet means you have a circumference of 3*150 = 450 ft. Just divide that by pi to find the diameter.

The perimeter must be at least 450 feet. (3feet per man X 150 men).
Perimeter=Diameter*Pi
Diameter = Perimter/Pi

D=450/Pi

circumference=3*150=450ft.
diameter=450/pi=143ft
