Seen from the Moon, Earth has phases just like the Moon does, but when we see a full Moon, someone on the Moon would see a new Earth, and they'd see a full Earth when we see a new Moon. Also, because the same side of the Moon always faces Earth, the Earth would always appear in the same part of the lunar sky.
A full Earth must be quite a sight - it's 4x as big as the Moon and brilliant blue and white. You can see how the dark part of the Moon is lit by Earthshine when the Moon is in a crescent phase. (Domino - haven't you seen any pictures of Earth from space? The planet reflects sunlight big time.)

No......... The Moon Appears To Light Up The Earth, Because It's Reflecting The Sun's Light Back To Us. The Earth's Atmosphere Prevents The Sun's Rays From Reflecting Off Earth.
