I have the filters on the phone lines but it isn't helping. There are horizontal white line at the top of the screen. This happens constantly even when my pc isn't in use.

You would have to test directly to see if your DSL is the cause of the snow. If not, you could have issues with your tv, and/or the cable system. Some amplified splitters exibit the white lines if someone is for example, vaccuming, using a microwave, etc.
Adding a non-amplified cable splitter will resolve this kind of interference. Make sure no splitters are backwards either. Trace your cable from where it comes into the house. Use a good brand of surge strip for your television also.

both have answered your query quite well... however, you're presumptions is with your DSL line.... here's the thing, even without an internet connection, and your tv exhibits white snow or "raster" as we technicians call it, it's because the frequency exhibited by a pc monitor and your tv is quite in the same modulation (or same range in frequency). i also experience it but what i did was simple... adjusted the tv antenna out, move the pc away from the tv, making sure the telephone connection and cable system doesn't interfere with each other. also, try either finding a better upgraded monitor for your pc and an upgraded tv (probably better digitalized one)... it's the frequency of both your pc and your tv interfering with each other. thus, even just doing a simple letter in MSWORD or anything often creates interference.

try moving your telephone connection away from where the tv is located..... it'll solve your porblem.

is the dsl modem by the tv ? if so move it back from it
