On average maybe once per winter and it only stays on the ground for a day or two. More snow falls in the hills and mountains around Seattle.

I was born in Seattle and lived there for 13 years. On average it would snow only once or twice a year and only a few inches at most. The Pacific Northwest recieves a warm current from the Pacific that keeps the weather very mild. The Cascade Mountains create the rainshadow effect, which is why Seattle has the reputation of being particularly rainy. So the answer to your question is not very much in the Puget Sound area. Not very much in the 15 years I lived in the area. When it does however, it is pretty crippling as most Seattlites don't know how to drive in it!

If they get 2 or 3 inches a YEAR, it's a big deal. Black ice is more of an issue most mornings when temps are around freezing. The hills in the Seattle area can be problematic.

I love Sunny Central Oregon which I now call home. It's not like weather in Seattle/Portland.. it's desert-like.

That area doesn't get much snow. However, the surrounding mountain ranges (Cascades and Olympics) get a lot, and so does Mt. Rainier. When the greater Seattle area DOES get snow, it's almost paralyzed. People in that area just don't know how to drive in snow.
