many problems result in dry ponds.. but the spring (?) may be the key,, if your area's water table is down, the spring may be siphoning water into the water table instead of feeding the pond..
2. clear the willows away from the pond-- to many trees may draw off all the water. 3. get a dozer, break up and reform the dam and basin and mix arkansas bentonite into the dirt.. 4. reform the dam and basin and line the whole thing with plastic!! 5.do a study tosee if a recent topigraphic or area drainage change has altered the inflow of water into the pond, if your house is up hill you may want to direct the french drains to the pond. 6. duct tape!

You need to determine if the pond is dry because it won't hold water anymore or if it is because you live where they are having drought conditions and all the water tables have lowered.
If it truely needs to be relined, you have 2 choices, first is to dig out your pond and line it with several feet of compacted clay. The second option would be to dig out your pond and have a liner installed. These are pretty expensive, especially if you have a very big pond.

It may be just a lack of rain. The spring may need to be routed back to the pond.A backhoe will be needed to repair the pond

they make a plastic liner that will fit in the bottom of your pond. this will seal any leak . as long as you don't have muskrats that keep digging their den holes lower, each time the water level goes down.
