I think it means that when you write fiction you can make things turn out "Happily ever after" in other words you can give the good people happiness and punish the bad. However in real life you have no control over who gets rewarded the bad or the good.

It means "People in the book got what they DESERVED," which the author Oscar Wilde is implying doesnt happen in real life. However, the person who believes that cynical remark does get what he deserves, like everyone else.
