Simple !
Just phone-up your friendly neighbourhood electrician - and ask him/her to come over and do both the jobs...
He, or she, would know all about electricity !

First you need to find the breaker for that fan and shut it off. If your unsure or they are not marked in your breaker box, just turn the fan on (helps if there is a light on the fan) and turn the breakers off until the fan(or light) shuts off.

Now to take the fan down. Its usually easier to take all the fan blades off before you take the motor down, but that's up to you.
Remove the cover on the ceiling mount for the fan, should just be a couple of screws. (may need to check instructions for fans, depending on style, this may vary significantly) After you have exposed the mount, you should see several wires. There should be a black, white, and bare copper wire coming out of the ceiling. (Black is the hot wire, White is the common, and bare copper is the ground) The fan should have the same although the ground (bare copper wire) is usually green on the fan and if the fan has a light there may be a blue wire. Disconnect all the wires then remove the fan from the mount by lifting the ball socket out of the mount (again this may vary among styles of fans but a ball and socket mount are the most common) after the fan is removed, take down the mount.

At this point you need to determine whether the outlet box (the box, either metal or plastic, that the mount was screwed to) is strong enough to hold the weight of the chandelier. If it is plastic, chances are it isn't strong enough. If its metal it should be sufficient to hold a chandelier up to 15, maybe 20 pounds. If at all you are unsure about this you should get a kit for heavy fixtures. They sell them at most home improvement stores. It consist of a new outlet box and a brace that attaches between the joist in your attic. (if there is an attic above that ceiling)

After you've assessed the need for a new outlet box, install the mount for the chandelier following the manufacturers instructions.
Then hang the chandelier per the instructions and connect the wires. Chances are the wires on the chandelier are not the same colors as the ones in the ceiling. (this is probably due to the fact that the wires may be exposed and a black and white wire look pretty tacky running to a chandelier.) In this case, check the manufacturers instructions. They will tell you which wire is hot (black in ceiling), common (white in ceiling), and ground (copper in ceiling). the ground is usually the one wire on a chandelier that is the correct color, copper. (but check the instructions to make sure).

After all the wires are connected properly, install the cover onto the mount, (make sure you put this on the rod/chain of the chandelier before you hang it and hook up the wires) Install all the globes(if it has globes) and the bulbs, turn the breaker back on and enjoy.

First and foremost make sure that you turn the breaker off(no one wants to get shocked.) I'm sure you'll go ahead and take out the bulbs and glass bulb covers. Now it may be easier to for you to take the blades off but it is not neccessary. The electrical is basic, disconnect the black wire first that is your power. Disconect the white wire next, it carries the unbalance of your load. Always disconnect the green last, it is your ground or safety net. When you connect the chandelier go in reverse order, green then white, always connect black last. Do me a favor, don't tell anyone how easy it was, I'll be out of work.

there will be either one or more black, white, and red in that electric box...the light will have a ground (most do now) along with a black an white wire.

using yellow or tan wire nuts match your colors.

hanging chandeliers isn't easy ...well not by yourself if its fairly big. you have to hold the light in place as well as connect your electric and then you can bolt the thing to the ceiling.

most fans will have an easy ball joint...just lift that up and slide it out the notch

remove all visible screws.sometimes you may have to twist the skirt to remove it when you see thebox there should be an x shaped mounting bracket, leave that in. only remove the 2 splices from the fan leads themselves. LEAVE ANY OTHER SPLICES ALONE. if it was installed right the leads from the fan should connect: white to white, green to bare: black to black or red
