You'd actually have an easier time doing this when it wasn't halloween. Good coats wind up at thrift stores all the time. Cheesey and dated ones wind up there even more. If everyone beat you to the punch at your local pawnshops, good wills, and garage sales- a simple long coat is easy to make. Check out simplicity patterns. If it's for a costume, you could probably even leave out the lining. Can't sew? Most fabric stores have a bulletin board where people post what theyre willing to make/what they need to have someone else make.
Failing all this, hit up your relatives. An old London fog raincoat might do in a pinch, or see if anyone you know who's into the country/western scene has a duster they could loan you.

The poor ol dog is history, no I don't think bounty hunters are the same as troll hunters. Trolls are sorta like a booger ya can't seem to get rid of.
