Many needle nose pliers have a wire cutter built-in, near the joint of the pliers. Is that what you mean? You can get that sort of needle nose pliers at any hardware store, or Sears, Kmart, etc.

they are called Multi Tools these days and can be found at any hardware store that carries em and look like a butterfly knife when closed also they have fold out screwdrivers, a cutting knife and a smaller knife as a prybar in the hollow ends of the handle and run anywhere from 3 dollars to 20 depending on Brand Name and tax rate in your area
