A debugger is a program that helps you walk through another program B one step at a time and helps you analyse if there are problems with B.
Its a useful thing and as such a lot of computer programmers use the same to get work done.
However, its not of much use to most other people, except that it tells you that some program in your computer is malfunctioning
You may choose to run the debugger and see if it generates a log file for you that will outline what is going wrong.
A competent techie can look up the logfile and identify what is wrong with your computer

A debugger is software or a utility that helps you decipher what error occurred and what might have caused it. It's a good thing, not a bad thing, but probably far too technical if you're a novice. Just bypass it.
