As long as it hasn't gotten wet & there is no midew it is alright to just add as much as you like right on top.

You have to be sure that you don't cover any eave vents or light fixtures that have connections that extend into the attic.(Just build a little box around the fixture's electrical box. They get hot, so insulation shouldn't touch)

You don't have to remove the old insulation every time, but I would definitely remove it if there is a sign of previous fire or water damage. Also remember that the old insulation can contain excessive dust.

You can insulate right over the old insulation. If you use fiberglass batts be sure it has no vapor barrier or you will create condensation that will damage your ceiling.

When I moved into my newly renovated house about four years ago, my brother and I blew insulation over what was already there.

check the condition of the old stuff first. Chances are, it's fiberglass and will last forever. If that's the case you can blow some over it, or if you prefer, roll out the pink panther!

and if you want to use batts, put them across the ceiling joists. Dont use the paper or foil backed stuff

You can just blow more on top of if. It can't hurt (the more the better).
