there should be a "search for devices" shortcut somewhere on the start menue, if its not, you might not have the drivers installed for your WiFi hardwear, or you might not have the hardwear at all, also, when and if you find a connection you'll probably have to put in a WAP or HEX key, your neighbor should be able to give this to you. also if you can not find the signal when you've found out how, you might be out of range, most only work for 100 meters and lose signal power solid through walls. i also suggest you've made sure you have got a good firewall on your laptop, to stop other devices getting to you.

At bottom right of task bar there is a monitor icon with three little waves coming off - right click then choose View Available Networks. If nothing shows up, hit refresh network list at left hand side of box. If still nothing try rebooting. If still nothing, is your wireless button turned on? Might check that first. If still nothing, go to library and see if you can get on their network. If not, be sure you have a wireless card in computer.

Double click on the wireless icon in the Task Bar. (lower right hand side) This will usually display a screen which allows for you to search for wireless connections. Hopefully your neighbors connection will show up. Then click on it and click Connect.
