Because if the anime catches up to the manga, there won't be any storylines/plots to produce. Therefore, the anime makers - or whatever you call them have to create their OWN storylines [aka - fillers] .
Naruto has a lot of bad fillers - a few were good though. This why people get ticked off. Some people stopped watching Naruto & just read the manga

Well, In Fullmetal Alchemist the anime caught up with the manga and the rest of the anime storyline was written by someone else. A serialized manga chapter, on average comes out about once a month. An anime TV series needs to have a new ep every week during the season when it's on. Anime goes alot fatser than manga. If the anime catches up, it will soon have to do filler eps, like Bleach and Naruto, or go off into it's own eanding, like FMA.

Like the other said, if the anime catch up with the manga then what will they make for the episodes? So before anime episodes catch up with manga they set a new story line that different with original story from manga.
Wikipedie : filler is material that exists to pad out other material. Generally, filler stories are self-contained and do not affect any ongoing story arcs. This is often done in anime-adaptation of a running manga, which allows the manga artist create enough buffer to prevent an alternate plot (as in Trigun, Hellsing, etc).
The worst filler i ever know is Naruto. The filler is so many and so bad that make me stop to watch it. Bleach also has filler, but it worth to watch it than naruto.

because if it does, then there'll be no more story for the anime which means that the anime series will be unable to continue. The reason why we have anime is because people make animations out of manga series and so the manga artist will keep making stories for the manga series and animators will just make the manga series into an anime series. The anime series depends on the manga series so that it'll keep going as it follows the manga series.

Like others said, it's a risk that many are not willing to take.
Although I can think of another example. X/1999 is on hiatus because at the time they did so, CLAMP found their end-of-the-world scenario to be in bad taste because of some event. (I'm tempted to say the Tsunami, but I think that was an episode of Pokemon, I don't watch, I don't play, but I liked following the news of the game development of D/P)
Anyway, recently, there was an anime made. If I remember correctly, they reached the point CLAMP Hiatus'ed at, then went on and made an ending.
I don't know how well it went over.
Yeah, nothing else to say.

because if it does and the manga goes on hiatus or something, the company would have to create fillers in the middle of an arc... :) say hunter x hunter... mangaka gets sick, story is hung up in the middle, company will have to wait or something until it continues... so it's either wait and create filler arc, or animate and risk the fact that you can get lower ratings that can ultimately cancel the show...
my 2 cents worth but experience-wise, i see it that way :)
