u expect a lot from peeps that know absolutely nothing about you or your guests-friends-church-work- or what? or the facilities and the number of peeps invited and your budget.
if you are paris hilton, you just hire a party planner at an expensive hotel!
For a teen party you could rent a hall somewhere, get your girl friends to help with decorations, get enough chaparones to keep your als safe and sober. you could dance and in onecorner have a house of horrors.
if not, just in passing conversation, i would interview some of your prospective guests to see what they did last year.
if you have a fancy dress ball, everyone must be in costume in order to get in.
if you just want to have a halloween party, just have everyone create their own costume and give a prize for best three costumes.
i went to a union halloween party one time including the children.
i had a bug looking face mask. i covered my head with a black scarf, made antennae -a plastic headband, pipe cleaners/w styrofoam balls covered with foil. i wore black clothes and shoes.
it was a spaghetti dinner and the kids got a real bang out of seeing me suck the long noodles thru the tiny mouth opening in my mask. i won 1st prize over peeps that used real theater makeup.
some people have progressive dinners or scavenger hunts--giving out a list of items to be retreived from houses in the neighborhood. one that is fastest with the most items wins a prize.
now college students just bring out the keggers and pizza and the party develops by it's self. everyone brings music and host plays it to dance to.
you sound like you are not in college yet, so don't get too big for your britches or you can get into a lot of trouble.
beer drinking is NEVER advisable without a responsible chaparone. many students O.D. on booze each year!

maybe you must wear a scary mask and make the party very intresting and dont forget to invite your friends

yeah you need to bypass with the entire chemical romance aspect its kinda cool no alot cool. ok the favourite pink jacket you've placed on a black tank and blue jeans. also placed on a cool black and white hat. i'm teling you once you placed that on your gonna be hoooottttttt
