It depends. According to the first definition on Wiki, the statement would be false because 0 is considered a whole number, but it is not a natural number. BUT, the second section says that some people don't consider 0 to be a whole number, so in that case, the statement is true - the set of whole numbers would be identical to the set of natural numbers.
