Most Canadian cities have this scam of licensing a limited number of taxis and charging an arm and a leg for them. Existing Taxis like that as it means their license is worth a fortune.
Anyway - 1,500 licenses in Calgary.

Not enough. I have almost missed flights because the taxi I had booked didn't show or we waited outside of a bar for an hour trying to find a cab to get home.
