I don't know what it means, but people actually do that a lot in the town I'm in (not telling!). Whenever I see them hanging there, I just imagine some bully stealing a poor little kid's shoes and tossing them up there....but that's probably not how it happens!

it just shows hood mentality, they get clothes and shoes for free from Salvation Army or some do gooder charity so they have no respect for not having earned what they have and waste them hanging on wires?

i remember the firs ttime i saw something like that. it was at a private school and somone had for some reason decided to throw a pair of shoes into the air.. that was 30 years ago all most.. their still there.
