Very astute, but Blair is. Although I disagree with him on many issues, especially Iraq.
It's true to a degree, but maybe the phrase should only be: "A simple way to take measure of a country is to look at how many want out." Anyone seeking asylum is leaving something worse for something better--which means it could be all of western Europe, Australia, New Zealand or Canada.
