The second reason is that they know the U.S. will not speak with them one-on-one, so it makes the U.S. look like the bad guy by refusing to talk to them directly. Likewise, it makes the North Korean government look reasonable and peace-loving. That's why.

The North Koreans don't gave a rats brass about what the rest of the world thinks because they know that what the other nations think aint worth squat. Every time he escalates his crap someone goes over and buys him off with money or some toy. Last time we appeased him Clinton bought him the 2 reactors that started all this mess. He needs to hear from his neighbors that he needs to behave.
