All whole numbers can be expressed in the form p / q and hence all whole numbers are rational numbers. But all rational numbers are not whole numbers, because some rational numbers dont come under the set of whole numbers i.e. the set {0, 1, 2, 3, ...}.
Eg 1: 4 is whole number which can be witten as 4 / 1 which is a rational numbers
Eg 2:2 / 3 is rational number but it is not a whole number since it is not in set {0, 1, 2, 3, ...}, the srt of whole numbers.
Thus some rational numbers like 2 / 3 are not whole numbers but some rational numbers like 3 / 1 are.
