The cheapest way is to have nice SERP and get traffic for free. But getting nice SERP is a big game.
Another way is if you are playing in some niche, you can try find big JVers. They will bring you traffic and you will share part of the profits. This is not free or cheap as you share profits. But at least you invest nothing.

Submit your site to the Open Directory (search DMOZ) Make sure you submit it to the right catagory and have a clear concise description ready to type in. It takes a few weeks but soon enough if it passes the reveiw by the editor - your website should start coming up in searches.
A bumper sticker (magnetic sign and stick on letters) on the back of your car helps too!

get some free business cards (google free business cards), and put your website address on them. otherwise you'll pretty much have to pay someone, it's called ADVERTISEMENT!
