As long as there is enough toilet paper on the roll for me to clean with I do not care if it is positioned so that it rolls over or under.

for me it depends on the height and length away from the toilet, but over seems to work best the majority of the time. to pull it under sometimes makes it difficult, like when using a public restroom. they have so much paper on one roll- it looks like a six month supply for a regular household. anyway the roll holder are usually very low so it's like your hand is almost hitting the floor get to get paper and the heavy weight of the roll sometimes make it difficult to pull.

anyway- if all else fails- try handy wipes- they pop up automatically

You can always tell a smart person by the way they put the toilet paper on the spool. A smart person always has the paper rolling towards them from the top.

Under. Most rollers are mounted below your reach when you are in the wiping position, so you have to pull up. If it is under, it rolls right up with ease. If it is over, you have to manipulate a little more, and you run the risk of unraveling the roll too much.
