Two rovers have been exploring Mars for nearly two years.
It will be 20 years at least before we have the technology to send people. That's assuming anyone comes up with the budget. Also assumes some kind of global stability, when unfortunately things are getting more unstable - Muslims terrorists out to get us all, and now a nutcase national leader has got himself into the nuclear club.

Yes we should be exploring Mars! We have way too many people on Earth, eventually we have to reach out to the stars. The lower gravity would be good for older people. We would find more minerals that we are running out on Earth. We would learn more about the stars and planets, and technology would improve with the effort.
When we went to the moon, we learned how to make computer chips smaller, teflon, heat tolerant ceramics, freeze dried foods, and microwaves. Just think what we could learn on the journey to Mars.

Everyone that cares about the manned exploration of space, Mars in particular, should buy and read this book. (I have no connection to the publisher or author.)
To answer your question, we should be constructing a base on Mars right now. Why? To learn about Mars, its history, its geology, its environment, and how to inhabit it.

I think it would be great to explore Mars; unfortunately, it is so expensive to go there I think the money could be spent better on other scientific endeavors.
