a pair of pants (pair meaning more than one)

Because "panty" (or pantie) is the singular and "bras" the plural. Or maybe it's because bras were originally made out of one piece of cloth while pants (panties being derived from this word) were made with two pieces. But I'll go with the first answer. It is in fact the right one.

Well I would say because a Bra is just a bra bot Bra's and panties has an s at the end I don't really know what I am saying but whatever:)

We see the word "panty" all the time. Look at a Victoria's Secret catalog and see that you can buy a bra and "panty" or buy 2 bras and matching "panties".
Maybe people who talk about wearing "panties" are miusing the word.. Or maybe...these people are wearing more than one....
