irfanview is one of the best freeware programs that has lots of great features.

Gosh a lot of this depends on what you want to spend for it! I was a Mac user for years so am partial to any of the Adobe products. I have used Photoshop from PS2 thru Creative Suite, which I use on my PC.
I find it user friendly, with lots of free help to learn it available online. It is also great to use if you are doing any editing for web site uses as it has a GREAT feature that lets you pick from several different images of the same image, that reduce the memory size automatically for you for web use, so the pics will load much faster.
You can do SO MUCH more with Photoshop than you can with most other programs!
I've been doing photo editing for many years now, and have never been let down using my Photoshop(s).
The features are just way to numerous to list here, but do some research and I'd bet you'd love it also!

Wow, you've already heard it, Adobe Photoshop CS2 is by far the number one photo editing software on the market. It's easy for for beginners and can satisfy most digital-picture addicts like myself who like to go all out and really spiff a picture up!

Microsoft Digital Image 2006 is also a really good photo editing program and significantly less then the cost of Photoshop, I believe. It has a really easy user interface, but I find really frustrating when it comes to matching colors with their palettes and using their magic wand... much better with Photoshop.

I also got a great little program with my cannon printer by ArcSoft... not very pretty to look at, and printing with it REALLY sucks... but it did its job for a while and was free w/ printer, which I needed anyways!

Well am a graphic designer an well i USe PhotoShop CS 2, for me its the best, and with a HUGE amount of plugins and tutorial to see online, i would reccomend it 100%
