This is Oriya, The first part is written by a teacher,Sukaman Bhatra of Ekaka School in Rajoda, Bhor. And he is talking about how the school is running fine, with positive feedbacks from the parents about the students there. He also expresses gratitude to the recipient for being involved with the school.
The second part which is written with a very bad hand writing by a student, says that the school is running fine and they express their gratitude too.
Any specific reason why you want to know the language?

It looks like Oriya and some parts of it look like Bengali. The name mentioned there "Batra" is a Punjabi surname. If you look up the area code in what looks like the phone number at the bottom of the document you can get a more pointing clue to that and also check up the name of the village mentioned there. Its location can give some answers too. Interesting paper though.

It is written in ORIYA language. as I do not know to read this language I am unable to give the translation. You can ask someone from Orissa. It is not Hindi or Bengali.

But - what is mentioned in the document -

BHOR is in Maharastra - in the hilly region near Pune.

The PIN Code 813206 belongs to P.O.Kasba Dudhichak, Dist. Godda, Jharkand state.

This is the most rotten, dirty, and filthy writing in any language that I have ever seen till today. It's worse than how an insane man or a drunkard would write. I doubt if the writer of this letter would understand it himself. It's definately not written by a woman, thats for sure. I think the guy must have been on his 50th glass of booze or something while he was writing this letter. Either that or maybe he was constipating while writing it. Make way Guiness, we got a new one for the record books.

well if you really want to know, there are a lot of languages in India. But, the most common one is Hindi.

I don't know what it means or says but my guess is that the language is either Hindi or Thai.
