I would try wd-40 spray on them... let it set a while.. do it again.. and then try to get the screws out

As a Journeyman Plumber I've seen this many times.
If you can get the screw heads off, then you need to get a handle puller, (see a plumbing supply store for this).
Then remove the handles.
If this wont work then its time for a new faucet, and you may have to remove the old one with a sawz all.
Good Luck

First dry the screws as well as possible. Then spray with some WD40 and let it soak on there for maybe 10 min. Then with a wrench or some similar tool try to loosen them. If still too tight spray them again and let rest a little longer. You might even have to get a "screw out" set from Sears. These are special tools to get out stripped or worn screws. I have used this method myself and it has worked well for me.

If penetrating oil doesn't loosen them up, remove the whole faucet. Disconnect the supply lines and nuts from under the sink and the whole unit should pop right off.

See if you can replace the handles with something you could live with, either plastic or porcelain, and crack them off. you should be able to use vise grips on the screw then.

drastic, but if you want to save the whole faucet, it works.
