Well, to be honest, I have no idea. I really don't know him as well as you do. What's something he gets excited about? What kind of hobbies does he have? How much time is left before his birthday? You could make him something, something unique and personal to the both of you.

Since he doesn't "need" anything, you could go for a toy... Electronic gadgets are always fun - does he have an iPod? Does he like to play video games? Does he need a new cell phone? TV for the garage/bathroom/etc? A Netflix/iTunes/other gift membership?
Do you guys have any pets? If not - and if you're up for the commitment - you could get a cat or dog. Or, if you're not quite as committed - you could get him a cute little fish tank.
And if you really feel like going all out, you could surprise him with a weekend getaway - a mini-vacation somewhere that he would enjoy (if he likes to golf, that could be an added weekend bonus).

Every year I suprise my husband with something exciting. This year was his 40th so as a special gift to him we got him a bridge climb.
You climb the top of the bridge with professional climbers and see the city views as the sun goes down. This was done in Brisbane Australia but I have heard capital cities world wide offer this type of thing.
He ABSOLUTELY LOVED IT!!!!!! Cost was about $120.00

Last year I got my hubby a Sirius Satellite Radio with service. (About $50 for the radio plus about $12/month for service = $200) This year, we took a weekend vacation for two. (Probably about $300 with hotel, fuel, food, entertainment, etc.) Kind of depends on the price-range you want to spend.
