last year i was a dead santa and my horse was a reindeer, i had one of those christmas horse outfits from xmas and an old full length barbour jacket. Then i wore a santa hat over my helmet and a beard and white make up on my face.
Was a bit morbid, but looked great
Maybe you could try and re-create those horses and riders from lord of the rings, they were terrifying!

what color is he? You could be the headless horseman if he's black. Princess and Dragon sounds interesting. A Jousting Knight. Race horse and Jockey, Zorro, one of those people on The Mummy that protected the tombs. If he is willing you could put a grass skirt on him I've seen that one It was at a circus one time. The horse actually reared up and spun to make it look like it was doing the hula. Lone Ranger or Tonto, Calamity Jane

Hermione and a hippogriff. You could paint (horse safe paint of course) a beak on your horse and wings. All you would need is a Griffidor costume and some kind of plume on top of your horse's head, attached to the crown piece of the bridle.

My Dad did a benefit parade for the Leukemia Society with a gorgeous dapple-grey Arabian stallion, he dressed like a knight and my mom made the outfit for him and the horse - looked like a million bucks! Of course, the Arab did his prancing and side-stepped on command, very flashy.

Dress up like a woman biker and make your horse the "motorcycle"
I saw this in a free style reining class once and it was the bomb! Too cute!! They gave the horse handlebars, too! (out of aluminum foil over cardboard I think)

You could always go as Annie Oakley. If your horse is white you could attach a sparkly horn to his forhead and make him a unicorn while you are his fairy keeper. Why not be the Knight instead of the princess.

If your horse is a light enough color you could color him with kool-aid. Green for a dragon maybe. I Had a friend who would color her dog pink or blue or whatever on special occasions. But a horse is so much bigger than a dog.
