Do you have any good ideas for a unique birthday party for my 22 year old daughter?

I'm on a tight budget right now so think memorable without lots of cash...
I need themes, and/or games, and/or decorations, and/or gift ideas.

If she is able to suspend her dignity and just have fun she might enjoy an UN birthday party? Like in Alice and Wonderland (or was it Through the Lookinglass?) You could invite people that would dress up like The White Rabbit, The Mad Hatter, The Queen of Hearts, Tweedledum and Tweedledee, Humpty Dumpty, The Cheshire Cat, and all the characters in the story. Then have a tea party with cake and ice cream!
