I don't believe they are, but accents, voice inflections, and dialect variations make it difficult to spot, or correct, spoken word. The average person can speak many hundreds of words per minute and I am sure it is difficult for the brain to keep up and form correct grammatical verbal sentence structure. Of course, an alternative explanation would be that we, as Americans, have become so complacent in our education in the English language have begun to form a variant form of English due to proper grammar becoming less of a priority. With the influence of the Internet and the "BRB" typing to convey a message, we are likely to continue shortening speech and the English language may not be understandable to you in I in one hundred years. To prove that the English language is changing, just pick up a book written over two or three hundred years ago; does the sentence structure look the same? Can you readily understand the text? As others before me have stated, the rules do not vary greatly. Written and spoken English should be almost identical. It used to be that people often spoke using slang, but wrote correctly. Sadly, in current times, they are once again written and spoken with equal inadequacy.

Because American English in particular is subject to the mangling of the uneducated who are ignorant and proud of it as well as the mangling of the immigrant who comes here with no intention of learning to speak English beyond the barest minimum.

In all fairness, many immigrants speak excellent English and many of the uneducated are struggling to improve their education. But those who prefer to wallow in their ignorance have a greater debasing influence on the language than the well-educated. Alas.

They are NOT...it is just that most people do not speak correct English.

the rules are the same they just are not applied to speach very offten hence slang

They are not. People have just become lazy when they speak.
