Use a good quality wool apparel grade felt....not the kind you would use for crafts. Felt would have the dense, smooth surface you need for painting and has a good body as well as drape and warmth.

WalMart has a table in every store with one dollar a yard fabric. Go there and pull on the egde of the fabric. You want anything that will give a little, not denim or heavy weight canvas, light weight cotton or a poly blend. Just touch and feel and get what you like for cheap. If you want it to swirl or swish, cut it on the bias ( across the grain) of cotton blends or buy a swishy fabric. Un roll a few feet and swish it like a bull fighter, if it doesn't lift, you don't want it. They have a lot of black this time of year, so go now before the masses.

depends on what you are going to use it for. For a cold weather one, I like wool or the really high quality fleece (the wind/water proof stuff). That fleece type is smooth, so you could embroider on it although I would not paint on anything stretchy. For a light weight painted cape, I'd probably go for a heavy linen. You could make it warmer by lining it with fleece or have a nicer hang by lining it with satin. For elegant cape, satin.

Use a Nylon/Dacron/Cotton,,higher the thread count the better, but use like a ScothGaurd before painting on it.

wool is nice if you want a warm one however look for a soft tight weave wool that not scrachy and embroidery looks so much better
