It fluctuates mainly while I idle (like while sitting @ a red light- the needle will move down and then move back up again once I push on the accelorator. It also won't read full even when the tank is full. It also doesn't read in the same place when I turn the ignition on as where it was when I turned it off, but after a moment or two it will move back up to where it was when I last turned it off. The sending unit has already been replaced, as well as the cluster (twice, actually). What else could be causing the fuel gauge to be acting this way?

Have the same people that put the sending unit in check for corroded wiring and/or a bad ground.

Fuel gauges are not precision instruments. They work on a float and when the gas moves in the tank, the level that reads will change. Inertia caused the fuel to rush to the front of the tank when you stop, and to the rear of the tank when you accelerate.

To see this happen, take a jar that is half full of water. Hold it in your hands while someone else drives. Watch the water climb the back of the jar when the car takes off, and the front of the jar when the car is stopped quickly!

What you are describing is normal! Just accept the fact that nothing is wrong with your gas gauge!!

I don't know, but learn to keep track of your gas by knowing your miles per gallon or tank by using the trip odometer if you have one.
