Modern day Mesopotamians are not Iraqis, but Assyrians. Iraqis are made of nomadic tribes which are Persian, Turkish, or Kurdish in origin. The Assyrians are the indigenous people of Mesopotamia. I believe that the ancient Assyrians, Babylonians, and Sumerians should be classified as Mesopotamians because they spoke the same language and were ultimately the same people. They are, for example, like the Athenians and the Spartans, they fought with one another, but were ultimately Greek in the end. I believe historians should not classify the tribes of Mesopotamia as individuals.

There have been quite a few cultures within that same region (Sumer and Akkad, Babylon, ...). So if you are trying to group all those civilizations into one, I don't think that would be appropriate. Each civilization had their own culture (mixed with the previous civilizations as it may be, each is considered a distinct culture).

If you are trying to group modern "mesopotamians", they would be Iraqis.

Perhaps in ancient history, but to generalize about any group of people in such a large area is an error. Many cultures, and cultures within cultures, and each is also an individual.
