Don't make purely emotional statements: It's not fair, I don't like, etc. Present facts and legitimate details to back up your ideas. Try to be as unbiased as possible when presenting your own bias.

Go back and look at the many State of the Union, State of the State, State of the City/County speech, etc., of various politicians. Those speeches will lead you in a direction to either criticize or praise any policy, locally, nationally or internationally.

And, compare those speeches with what actually got done or passed by congress, the assembly, the council, etc....Should be interesting reading.
