This is a vaginal discharge that is totally natural, and yes, she is probably going to get her period pretty soon. This discharge is pretty common before a young girl gets her first period and , alot of women continue getting it the rest of their lives. ( Hence, pantiliners ). Just let her know it is OK and nothing to be worried about Except: if it ever has a foul, infected smell or has a gross, 'off' color. Then she might need to seek a Dr.'s attention. It could be the indication of an STD. But that is after she becomes sexually active ( if she doesn't have her period yet, I pray she isn't active yet!! )
You sound like a caring older sister who just doesn't have all of the answers. Maybe, you could get some of them and sit down WITH mom when she gets home and help answer some of them ( and your own? ) when mom does have the time. It would take away some of the fear and the mystery of it all for her and answer some you might need to know about. It might be good if any of your friends ever ask you anything, you'll be armed with the truth and not some of the horrible MIS-information that gets so many of young people in trouble today! You wouldn't belieeeeeeeve some of the stuff people tried to tell me about sex and the body and cycles and all....but I had my mom who was a nurse, so I had the facts and after a while , they came to me for facts. It was cool, they knew i had the facts! LOL
Hope I helped.

I agree w/ everything else these ppl are saying. But I'd also like to add that sometimes the discharges increase in amount as a woman is ovulating (stage in cycle where you can get pregnant). Tell her to just relax and wear a liner. She's just normal like the rest of us.

well sometimes before w oman's period there is an increase in discharge which is what you describe. but some women too get an increase as tehy are entering puberty. She could also have an infection too with an increase in discharge if it has an oder. perhpas your sister should have the "talk" with your mom.

Well discharge is normal, but if it has an odor or a discoloration to it, then she needs to go to the doctor....I had a discharge for a year before my actual period started...

She probably has some kind of infection, mom needs to come home and start taking care of her children rather than dicking off and leaving her children home without supervision or an adult to take her children to the doctor.

That's just discharge, and it's normal. You'll start getting it about a year or so before your first period. As long as it doesn't smell funny or cause her stomach pains, she's fine.
