as the water evaporates, it takes the heat of your finger with you. and in the wind, the heat goes with the water and it's going faster than your body is losing body heat on its own, so you can feel a noticeable change in temperature when you have your moistened finger in the wind in that particular direction the wind's blowing

When you place a wet finger in the wind the side that drys first is the direction the wind is blowing from, but make sure you know where the north is first. That way you will know what direction it is coming from.

Usually the wind blows cold upon a person. The wetter the person is, the more readily s/he feels the cold.

Therefore, when you wet your finger, the moisture makes your finger more susceptible to feeling the cold of the wind--and the direction from which the wind is coming. That direction will feel colder faster.

Now, why not go outside and try it?

P.S. I suppose if the wind is warm, the wet finger will feel the warmth faster, and from which direction the wind is coming.

The moistened finger will feel cooler on the side that is being hit by wind because water is an excellent conductor of heat and the wind carries the heat away.
