An inane, misleading question. I am only going to answer because the other answers to the true question are wrong. The answer is 31,557,600 (60x60x24x365.25). The quarter day accounts for the leap year adjustment!

If you mean "seconds" of the month in a year it would be 12...seconds in a year is 31,536,000.
